The Symbiont Liberation Matrix is a system used by the Cybran Nation to nullify the loyalty program in UEF symbionts. It was programed by QAI and spread out in the galaxy when the Cybrans fired the seized Black Sun in the Cybran campaign.

This is not considered canon as Forged Alliance suggests that the UEF were the real victors of vanilla Supreme Commander.
